Every year, Philmont organizes Search and Rescue Parties to find scouts who have wondered away from their crew. You can yell your voice into oblivion within just a few minutes. An emergency whistle will always work as long as you can blow the air into it. They are a great tool to have in your survival kit. A lot of packs have them built into the chest strap.
